You must describe the problem AND analyze the causes of the problem. Describe your solutions and consider any drawbacks. For this version of the paper, firsthand observation is acceptable evidence. This is YOUR OWN INSIGHTFUL thinking about causes and effects; not what other people say, but possibilities YOU can explore. For Long Assignment #4 you will add input from other sources.
